The Michigan Senate
Gaming and Casino Oversight Committee unanimously voted to refer
Substitute S-1 for Senate Bill 1052 to the full Senate. The proposed
bill seeks to amend Sections 2 and 4 of the Michigan Horse Racing
Law of 1995 (MCL 431.302 and 431.304). The proposed amendment would
prohibit 1) the Racing Commissioner; 2) an employee of the Office of
Racing Commissioner and 3) a member of the immediate family of the
Racing Commissioner or an employee of the Office of the Racing
Commissioner from participating in wagering permitted under the
Michigan Horse Racing Law. The term "member of the immediate family"
is defined to include a spouse, child, parent or sibling. The
prohibition does not apply to wagering that is part of the
Commissioner's official duties.
